王永泉派出所民警们在抓捕两个偷牛贼时追到了村民孙茂林的萝卜地里,在经过了激烈的搏斗后,盗贼被擒,派出所刘所长被刺伤,半亩萝卜也全被踩坏了。孙茂林就像秋菊一样要找刘所长要个说法,而民警和村民们都认为孙茂林多此一举,因为派出所是为抓贼才踩坏萝卜的,应该不用赔偿。孙茂林于是找到法官老张,想通过老张从中调解。老张在做了大量工作后,刘所长仍然认为派出所没有错,而且还敲锣打鼓的去给孙茂林送赔偿金,在全村人面前戏弄了孙茂林。孙茂林只得将派出所和公安局告上法庭,几经周折,在法官老张的努力下,公安局长接受了法庭的判决,当庭向孙茂林道歉并赔偿,刘所长也认识到了自己的错误。
